You're missing two things.

1.  Are you dialup or high speed?
2.  What nic/modem are you using and what driver version for said item?

im sorry fellas for improper info..  i have DSL  and i use a dlink NIC card.  i tried searching the reg for it  but didnt find what i was looking for i dont think... i did that little test that is on the dsl reports/tweaks.  i got DRTCP and chnged my RWIN value to a lower value  but  that  DSL tweak test  still tells me the same thing.  When i ran the same test  in Win 98  i never had any problems stated by them, but now that im using XP  it says im experiencing some packet loss.  like i said above  .. there are  a few things  that do happen to me  in WinXP that lead me to belive this test is correct .

I would guess by your last post that your NIC will be your problem child here. What is the NIC settings, Auot, 100 full duplex or so on. You can try changing those settings and see fi that helps.
