I have a new optical mouse that has a knob rather than a wheel to scroll.  The knob, in turn activates one of two buttons inside the mouse... signaling a scroll event.

Registry key:
HKCU\Control Panel\Keyboard\    KeyboardSpeed

The "KeyboardSpeed" parameter as you know controls the keyboard repeat rate; for which I always set to the max of "31".  "KeyboardDelay" is set to "0".

THE QUESTION IS, what parameter can I set to manipulate the repeat rate for my "scroll" button for the mouse ?

HKCU\Control Panel\Mouse\[Parameters?]

You need a driver for that...

HKEY_CURRENT_USER\Control Panel\Desktop
----->>> WheelScrollLines

Stumbled upon it while tweaking my WinXP...

My scroll-knob behaves in the exact same-way as-though you were holding-down the 'D' key on a keyboard setup with Delay=1 and RepeatRate=16... default.   I wish to make the knob behave as-though the settings were Delay=0 and RepeatRate=31... like the keyboard.  With ScrollLines, it's default is to jump three lines down.  However, it still behaves on the typical Delay=1, RepeatRate=16 default.  I don't like the jumping behavior as it sometimes takes a second to rediscover just where I was reading in large paragraphs with small text.  It also makes it hard to center text where you want-it when the window is small.  I actually reset that particular parameter to 1.  That parameter can actually be set via the GUI under Control Panel, Mouse.  Appreciate-it though.
