if a new PC was constantly restarting every 20 minutes or so, what would you check?

Most likely defective memory, motherboard or powersupply.
Try to isolate the problem first by testing hardware one by one.

Constant restart could be caused by the P/S, is this a new PC from a vendor or one that you or someone else built???

someone bought it from a small computer shop so im guessing they built it there.
i dont even know the specs yet, i just said ide go have a look so im doin a bit of research first

If power savings is enabled and it´s a AMD Inside and WinXP is installed than check Windows update because they have released a newer version of amdk7.sys which is an processor driver.

Check the BIOS and disable any energysavings settings if the above don´t do it.

Dissable any energysavings in the OS if the above don´t do it

You might also want to check the temp from the bios and double check if shut down temp is enabled. If the temp is too high, then you should also make sure all the fans and HSF are functioning. Also, make sure if the Heat sink is properly placed.
