I have an SN41G2, with a new Sapphire Radeon 9600XT in it.  It works well in windows with the appropriate drivers, but during boot up and in the BIOS, I cannot see it on my monitor.  I get the "out of range" error.  My monitor is a NEC 1715 LCD.  I have d/l the latest drivers and have updated them.  

Any ideas on how to get the card to send the boot signal in a normal, readable format?

Check you'r monitor and what rez and freq it supports as that can be your problem here ie you're probably have to high/low freq then the monitor support allthough it's odd everything is normal in Windows.
