a 5600ultra is not a good video card with DX9 capabilites
bare minimum get the 5900xt or 9800 pro,
Budget constraints are why we are going with the 5600 Ultra.
he cannot afford the $170 5900 XT, nor the $180 9800 pro.
he doesnt play too many FPS's, but rather mostly RTS's and RPG's, so i reckon this card will last him years, but allow him to play a few FPS's like UT2004, Halo at low settings, and Battlefield Vietnam if he wants to.
we went with the 200v, the 5600 ultra, Athlon XP 2800, a 120GB WD ATA-100 drive, 512MB Mushkin, and an 8X dvd+/-rw , in the end it was all about $538 shipped.
thanks for the input guys!
