I just had a few questions, i have had a bunch of computers in the past, and i have been reading up and waiting for the new st20g5 to come out.  I have never owned a shuttle before, so i have a few questions

I want to put the Radeon Sapphire x700 in, but the recomended PSU is 300 watts, and the St20G5 only comes with a 270, can you upgrade that?

Also, does the case come with fans, or do you need to buy them?

I am new to the forum, so if these are repeat questions i apologize

There is no need to upgrade the PSU. For power supplies, quality over quantity is the case with the Shuttle's PSU. The SilentX PSU's are much more efficient and give more consistent voltages than regular ATX based PSU's, thus allowing a 240w SilentX to power the same components as a regular 400w PSU.

And yes, it will come with its own fan.
