Okay so the exact quote is "You break it, you own it.".
But what did he mean anyway ?Remember how Junior kept stating 'We'll be out in two years.' and not much later 'Mission Accomplished.', referring to Iraq ? (likely not because we don't pay attention here) Anyway, I believe that Powell's quote in reference to "You break it, you own it.", was in reference to that OH! so short sighted statement and expectation by Junior. But maybe Junior actually wanted to own it after all ? 
So, Colin Powell was actually wrong, right ?
